PROBLEM TO BE SOLVED: To provide an error correction encoder, an error correction decoder and a transmitter of an error correcting system capable of sufficiently obtaining improvement in data transmission efficiency by improving a coding rate by an error correcting function. SOLUTION: A 1-bit signal of serial-to-parallel converted transmitted data inputted to a convolutional encoder 2 is divided into a real part and an imaginary part by a combination of a 2-bit signal outputted from the convolutional encoder 2 of the 1-bit signal of the serial-to-parallel converted transmitted data inputted to the convolutional encoder 2 and another signal not inputted to the encoder 2, and independently sent signal points are decided. Even at a receiver side, similarly, regions are decided and metric setting is conducted independently of the real part and the imaginary part, the real part and the imaginary part are Viterbi decoded together, results of the Viterbi decoding are inputted to the encoder of the transmitter side and the convolutional encoder of the same configuration, and the transmitted data are decoded from its output and information of the region decision.
