PROBLEM TO BE SOLVED: To provide a hydraulic buffer by which the riding comfort of a vehicle can be improved by effectively reducing wide-ranging vibrations including a high-frequency vibration by making the hydraulic buffer exert a friction imparting function. SOLUTION: A friction member 25 is provided, which is fixedly provided to the cylinder 2 side at a position in the cylinder 2 partitioned by a seal lip 22 of a sealing member 4, is brought into elastic contact with a piston rod 5, and generates larger friction force than the seal lip 22 part.
