PURPOSE: An apparatus for compressing and restoring a broadband voice signal, and a method therefor are provided to realize a scalable bandwidth structure compatible with the existing standard narrowband voice compressor, and improve the quantization efficiency. CONSTITUTION: A narrowband voice compressor(106) compresses a low voice signal of a broadband voice signal and outputs the compressed low voice signal as low voice packets. A high voice compressor(107) compresses a high voice signal of the broadband voice signal by using energy of a low signal provided from the narrowband voice compressor, and outputs the compressed high voice signal as high voice packets.
