PROBLEM TO BE SOLVED: To provide a control device for an internal combustion engine for preventing degradation of startability of the engine caused by deviation of first-time ignition timing in starting of the engine from an allowable range. SOLUTION: A revolution speed initial value detection means 17 provides, as revolution amount information, an initial value of a revolution speed calculated based on parameters whose values are variable depending on the revolution speed of the internal combustion engine, until a revolution speed calculation means 12 can start calculation of the revolution speed based on output of a signal generator 4 after starting operation of the internal combustion engine is started. The first-time ignition timing in starting of the engine is determined based on the initial value of the revolution speed detected by the revolution speed initial value detection means 17.
