<p><P>PROBLEM TO BE SOLVED: To provide a packet flow control system or the like which can effectively utilize the process capability resource within a packet communication network by supervising and restricting packets considering the load of process, in an packet processing apparatus A for controlling the acceptance of the packets to be inputted to the apparatus A. <P>SOLUTION: A packet flow judging part C manages the packet process load expectation valuesα,βandγindicating the load of the process to be carried out on the predetermined packets by the packet processing apparatus A.
