<p><P>PROBLEM TO BE SOLVED: To create and display a screen having high expressiveness in a shorter time than before, regarding a creation/display system and monitor and a control device for a monitor control screen in the monitor and control of water distribution monitoring control, traffic monitoring control or the like. <P>SOLUTION: Image bit map data 11, 12, 13 or the like are created by a graphic editor 1, image bit map data created by the graphic editor are converted to vector data for displaying on a display screen, based on the vector data, thus performing screen creation work easily and efficiently, reducing the amount of data used for display processing, and greatly reducing the time of display itself by a monitor screen display processor 3.
