PROBLEM TO BE SOLVED: To provide a production method of a multiuse material allowing unused clinker ash, cinder ash and fly ash of coal ash and artificial zeolite to be recycled without using water and high temperature heating power. SOLUTION: In the production method of ash/zeolite for a multiuse civil engineering construction material, a deodorizing material and a water clarifying material, a composite synthetic resin composition (a binder) 2 obtained by mixing a wool-fibrous synthetic resin of several micro millimeter, an adhesive and a hardening agent, is blended with the clinker ash, the cinder ash and the fly ash of the coal ash and the artificial zeolite 3. After obtained mixture is agitated, proper pressurization is applied thereto according to its use to form a molding or a pellet having water permeability or water impermeability. Thereby lowering of functions of the artificial zeolite such as adsorption ability, cation exchange ability and other catalyst functions is suppressed. Further by blending it with various charcoal materials or the like, width of a deodorizing function and a water purifying function is expanded and by blending it with one or more kinds among glass, pottery or the like from municipal waste, utilization of which is sluggish, synergistic effect to expand width of utilization can be acquired.
