PROBLEM TO BE SOLVED: To execute a structured program at a high speed without using a pointer. SOLUTION: In this program controller 10, a bit device holding part 35 holds logical truth or falsehood of a conditional statement of the structured program by ON/OFF of a bit, a sequence program holding part 30 holds a sequence program converted correlatively to the structured program on the basis of a bit arithmetic instruction turning on/off the bit of the bit device holding part 35 on the basis of the logical truth or falsehood of the conditional statement of the structured program, and a contact instruction executing the next process of the structured program on the basis of the bit turned on/off by the bit arithmetic instruction, and a control arithmetic part 20 reads and executes the sequence program held by the sequence program holding part 30.
