An information recording medium wherein external A/V input signals, when encoded in MPEG-TS, can be quickly transformed into MPEG-PS based on a DVD standard, and an apparatus and a method for recording information into the information recording medium. A limitation format is provided in which a first stream (e.g., MPEG transport stream) can be transformed into a second stream (e.g., MPEG program stream). The limitation format specifies that the first packet (e.g., TS packet) be grouped and managed as a multiplexing unit and that the first complete audio form (AF#8) in the multiplexing unit (402) become the first audio form in the payload of a second packet (e.g., PES packet) (413).
