PROBLEM TO BE SOLVED: To provide a reforming reactor capable of preventing the degradation of the performance and miniaturizing the apparatus. SOLUTION: The reforming reactor constituted by layering a reforming layer 4, a heat supply layer 5 and a hydrogen permeation layer 1 is constituted in such a manner that gas flow directions in the heat supply layer 5 and the reforming layer 4 are parallel to each other and a preliminary reforming part 2 is disposed in the reforming layer 4 on the upper stream part of reforming gas flowing through the reforming layer 4 and on the position which is not opposed to a hydrogen separation membrane 7.
