An electromagnetic noise suppressor having a base (2) containing a binder and a composite layer (3) containing a magnetic body joined with a part of the binder in the base (2). Such an electromagnetic noise suppressor produces an excellent electromagnetic noise suppression effect in the quasi-microwave band, leads to space-saving, and is lightweight. The electromagnetic noise suppressor can be produced by physically evaporating a magnetic body onto the base (2) and thereby forming a composite layer (3) on the base (2). An article with an electromagnetic noise suppression function such as an electronic component, a printed wiring board, or a semiconductor integrated circuit has a surface at least part of which is covered with an electromagnetic noise suppressor of the invention is also disclosed.
