PROBLEM TO BE SOLVED: To provide an image collation device, image collation method and program capable of performing a collation even in the presence of a difference in parallel translation quantity, rotating angle, enlargement/contraction between images. SOLUTION: This image collation device for performing the collation processing of a first image and a second image comprises a Fourier-Merrington transformation part 211 for performing Fourier-transformation and diagonal-polar coordinate transformation of a registered image AIM and a collating image RIM; a phase limiting correlation part 212 and a magnification information-rotation information generation part 213 for generating, on the basis of the transformation result, correction information including magnification information and rotation information based on the correlation intensity of phase information; a correction part 22 for correcting the collating image RIM according to image information on the basis of the correction information; a parallel translation part 23 for performing a phase limiting processing based on the resulting image by the correction processing and the registered image; a correlation value generation part 241 for generating a correlation value based on correlation image data generated by the phase limiting processing; and a determination part 242 for performing a determination processing related to collation based on the correlation value.
