PROBLEM TO BE SOLVED: To avoid the inconvenience that a photographic image, etc., on a paper document becomes illegible in the case of reducing and displaying the image. SOLUTION: An extension processing part 110 and/or a display image processing 112 reduces the image. When encoded data of an image of a JPEG2000 format is obtained and the image is reduced and displayed on an image displaying part 114, an evaluating part 116 evaluates the strength a high frequency component on the basis of a subband encoding amount distribution of the encoded data, and a reduction condition determining part 118 determines the reduction condition of reduction processing. As for an image in which the strength of a high frequency component is evaluated as "high" such as a photographic image of a paper document, reduction processing is suppressed or reduction is performed at a low scale factor to thereby avoid an adverse effect due to reduction.
