PROBLEM TO BE SOLVED: To provide a method and a device for controlling an internal combustion engine capable of assuring that transition of torque of the internal combustion engine is very good. SOLUTION: In a first speed range having a first threshold value for an upper limit, a regulation member is controlled to a closure position. When speed is larger than the first threshold value, and smaller than a second threshold value, the regulation member is controlled to a leak position.
