PROBLEM TO BE SOLVED: To enable a fixing device to form a good quality image while restricting energy consumption without causing a deficiency in heat quantity. SOLUTION: The fixing device is structured such that a recording medium P having an unfixed image T transferred thereon is passed through a fixing nip N formed by pressing a pressure belt 58 (pressure member) against the surface 53a of an endless fixing belt 53, and the unfixed image T is fixed under heat applied by a heating means 60 that is in contact with the back 53b of the fixing belt 53. Additionally, in the fixing device, a preliminary heating element 70 for heating the fixing belt 53 to a predetermined temperature in a preheat area PH located in front of the fixing nip N is fixed in contact with the back 53b of the fixing belt 53.
