<p><P>PROBLEM TO BE SOLVED: To perform escape guidance by sound to an evacuation route, etc., together with illumination in an emergency. <P>SOLUTION: When an illumination controller receives an emergency detecting signal from an emergency detector, a driving frequency setting part 11 inputs, e.g., a sound guidance signal for guiding to the direction of an emergency exit by sound, and modulates a driving frequency for a lighting circuit 14 through the use of the sound guidance signal. Thus, the sound guidance signal is superimposed on the light from a fluorescent lamp 26 as a modulating signal. A person who carries a portable receiving terminal turns a receiving part in the direction of a lighted illumination apparatus. The receiving part receives the light from the fluorescent lamp. The sound guidance signal on the light is demodulated, taken out, and heard through the use of an output device 32, such as an earphone.
