PURPOSE: A method for manufacturing an extremely thin surface treated black plate having superior surface characteristics without edge gloss difference by adding reinforcing elements of Mn, Al, Ti and B to ultra-thin carbon steel, controlling finishing hot rolling temperature and applying edge heater. CONSTITUTION: The method comprises a step of hot rolling an ultra-thin carbon aluminum killed steel comprising 0.005 wt.% or less of C, 0.3 to 0.5 wt.% of Mn, 0.02 to 0.05 wt.% of soluble Al, 0.02 to 0.04 wt.% of Ti, 0.0005 to 0.0015 wt.% of B, 0.004 wt.% or less of N and a balance of Fe and other inevitable impurities as suppressing temperature drop of the edge of the ultra-thin carbon aluminum killed steel during hot rolling by maintaining a finishing hot rolling temperature of the ultra-thin carbon aluminum killed steel to the temperature range of 920 to 950 deg.C and impressing 1,000 kw or more of energy to bar heater or insulation cover and edge heater.
