<p><P>PROBLEM TO BE SOLVED: To quickly transmit information of the advent of an earthquake to a user of a mobile radio terminal. <P>SOLUTION: An earthquake observation part 12 provided in each of a plurality of radio base stations 15 is constituted of a known seismometer for obtaining only a simple observation result (amplitude value X), and observes swing of a P-wave. A determination part 13 provided in the each radio base stations 15 determines the propriety of transmitting earthquake occurrence information by comparing the amplitude value X with a threshold value A. When transmitting the earthquake occurrence information, the radio base station 15 transmits the earthquake occurrence information to the other base stations 15. The unobserved radio base station 15b receiving the earthquake occurrence information transmits the earthquake occurrence information to the cellular phone 18 positioned within a radio-communicable area. The cellular phone 18 receiving the earthquake occurrence information issues an alarm to the user by a reception sound for emergency.
