<P>PROBLEM TO BE SOLVED: To shorten the startup time of a fuel cell system which starts up the fuel cell by heating a part inside the fuel cell in a low-temperature environment to allow power generation at the part, and then by transferring reaction heat associated with the power generation at the part to another part to thereby warm up the inside of the fuel cell. <P>SOLUTION: A metal paste 8 or the like is applied or attached to a region 41b other than a part 41a of a surface of a separator 2 having low thermal conductivity, the surface being closer to an electrolyte membrane and electrodes. This allows the time taken until power generation in heating the part 41a of the separator 2 to remain unchanged and allows faster diffusion of the reaction heat to the other part 41b, as compared with a fuel cell which uses a separator having low thermal conductivity.
