<P>PROBLEM TO BE SOLVED: To make it possible to give speed instructions over a wide speed range and enhance the accuracy in regions requiring accuracy. <P>SOLUTION: Conventional simple speed instruction methods based on proportional voltage is disused. Instead, the gradient of speed instruction voltage with respect to speed is changed at a forward and reverse travel speed of not more than 0.1 km/h and a speed of not less than 0.1 km/h. Consequently, a resolution in the low-speed region close to stop is enhanced. If 8-bit A-D conversion is carried out, the resolution in the low forward and reverse travel speed region is 0.0156 km per bit (= (1 km/h)/64 bits). The resolution in the high forward and reverse travel speed region (1 km/h to 7.2 km/h) is 0.1 km/h per bit (≈ (6.2 km/h)/64 bits).
