PROBLEM TO BE SOLVED: To satisfactorily radiate heat generated from a semiconductor element to outside while using a compact resin battery case. SOLUTION: This device and bicycle are provided with a control substrate 16 having an EFT 15 accompanied with heating by charge and discharge in a lithium secondary battery 13 inside the resin battery case 12 (12A, 12B) split into two, a heat sink 17 contacting with the FET 15, and a heat radiation plate 18 arranged along an inner wall face of the battery case 12B, sandwiched between the battery case 12B and the heat sink 17, and having an area of a sandwiching portion sandwiched with the battery case 12B wider than a sandwiching portion sandwiched with the heat sink 17.
