PROBLEM TO BE SOLVED: To provide a system in which a data collecting device sends to a communication terminal device to be a diagnosis target setting data about the time when the communication terminal device should transmit device state information to the data collecting device, and the data collecting device side can change the setting. SOLUTION: The data collecting device 1 makes a call to the communication terminal device 2 from a communicating part 12 through a network 3 and designates by a non-standard signal the transmission of the setting data about the time when the communication terminal device 2 should transmit the device state information to the data collecting device 1. Then, the data collecting device 1 send to the communication terminal device 2 new setting data and an address to which the setting data is written in a non-standard procedure. The communication terminal device 2 writes the received setting data as new setting data 24 to an address in a receiving storing part 23. After this, the communication terminal device 2 transmits the device state information of the self-device to the data collecting device 1 when a setting time based on the new setting data 24 comes.
