PROBLEM TO BE SOLVED: To improve operational speed of an integrated circuit while allowing increase of a signal wiring length due to forming into a large-scale integrated circuit. SOLUTION: A bidirectional buffer 10 for storing data is inserted into a wire which has a specified length or more, out of a plurality of wires connecting between circuit elements such as a small LSI, a resistor and a capacitor, etc. Thereby a higher limit of a delay time in the wiring is secured while allowing increase of the wiring length associated with forming into the large-scale integrated circuit, and the operational speed of the integrated circuit is improved.
