PROBLEM TO BE SOLVED: To automatically set a proper emphasis band to improve the articulation of a synthesized voice. SOLUTION: A separation part 102 separates unvoiced consonant element pieces from a voice waveform, and a spectrum extraction part 103 obtains a spectrum distribution obtained by averaging the whole of a part of a phoneme with respect to time, from the unvoiced consonant element pieces. A filter coefficient calculation part 104 approximates the spectrum distribution to a function of n-th order, and a difference between an approximate curve and the spectrum distribution is obtained to calculate spectrum characteristics representative of features of the unvoiced constant element pieces. A filter 105 constitutes a filter having the spectrum characteristics as a transmission function, and subjects the spectrum distribution of the element pieces to filter processing to emphasize the features of the spectrum distribution. A voice element piece storage part 106 stores emphasized unvoiced consonant element pieces and vowels and voiced consonants, which are not subjected to processing, as element pieces, and an element piece connection part 107 connects voice element pieces to synthesize an arbitrary voice.
