PROBLEM TO BE SOLVED: To provide a production and packaging system for a sheet medium, which copes with variations in sizes and packaging forms of sheet mediums with a minimum plant investment and which improves productivity. SOLUTION: The system is provided with a first type/size limiting and cutting inner line 35 to a third type/size limiting and cutting inner line 37, in which the types and sizes of corresponding sheet mediums are limited and in which each device is automatized and adapted for mass production, and a multi-type/ multi-size corresponding and cutting inner line 38, in which a manual operation is incorporated in each section to enhance flexibility for the types and sizes of the sheet mediums to be produced. According to the demand for products, an exclusive line and a general-purpose line are changed over and used, thereby coping with variations in sizes and packaging forms of the sheet mediums with minimum plant investment.
