PROBLEM TO BE SOLVED: To perform an interleave processing by reducing the size of an interleaved processing unit. SOLUTION: An ILVU (Interleaved Unit) being the interleaved processing unit is definitely decided in a direction opposite to a direction of a bit stream for a VOB (Video Object)-B, a VOB-C, and a VOB-D which are subjected to the interleave processing. The decision of ILVU is made every time when an ILVU-BR (ILVU-CR, ILVU-DR) is set to the VOB-B (VOB-C, VOB-D) respectively. The decision of an ILVU to other VOB is made on the basis of the ILVUs having already been decided when the decision of ILVU is made to each VOB. In the case that no ILVU is set because the number of remaining bit streams is less, the data amount by the remaining bit streams is distributed to the ILVUs having been definitely decided. Rearranging the decided ILVUs in the order of the direction of bit stream produces interleave information for the interleave processing.
