PROBLEM TO BE SOLVED: To provide an apparatus for visually notifying a speech time of a mobile phone and a notifying method for notifying a user about a speech elapsed time by a lighting state or a luminescent color of a phosphor placed at a visually confirmed position by a talker not adopting a method wherein the talker confirms the speech time depending on a display apparatus of a mobile phone or a wrist watch on each occasion or a warning tone troubling a speech opposite party or surrounding people is raised when the talker finishes off the speech within a setting time to save the speech charge. SOLUTION: In order to achieve the purpose above, this invention provides a means wherein a signal outputted from a timer circuit for counting the speech time when the speech time reaches a preset notice time, lights or blinks the phosphor placed at a visible position of the talker so as to visually inform the talker about the speech time.
