PROBLEM TO BE SOLVED: To find out a method and apparatus capable of almost decomposing organic matter for the purpose of using the same in the treatment of wastewater and organic waste and the production of new fermented food, an antibacterial agent or an oxidation inhibitor using microorganisms from such a viewpoint that there is an activated sludge method in the case of wastewater treatment and a sake or wine manufacturing method in the case of the production of fermented food as a method for treating a liquid containing organic matter in a high concentration according to a purpose by the use of microbial action and organic matter is left to the utmost in fermented food to be converted to a brewing product or a fermented product such as pickles or the like and, in the activated sludge method, the organic matter is decomposed to the utmost so as not to be left. SOLUTION: Organic matter is finely ground by a grinding or compressing method and made soluble to obtain a liquid. This liquid is put in a hermetically closed container as a raw liquid, and an exhaust means, an aeration means and a means for controlling both means are provided to the container.
