PROBLEM TO BE SOLVED: To improve Qos taking into account the entire system and effectively utilize a resource by coordinating resource control between its own cell and peripheral cells. SOLUTION: This invention provides the resource control system characterized in that the system is used for packet communication between first and second base stations and a mobile station, the first base station includes: discrimination means 32, 33 for discriminating whether or not the Qos is assured for a packet between the first base station and the mobile station for their packet communication or whether or not the resource required for the packet communicated between the first base station and the mobile station is reserved; and a section base station I/F means 45 for requesting the second base station to limit the use of the resource when the discrimination means 32, 33 discriminates that the Qos is not assured and that the required resource is not reserved, and the second base station is provided with a resource use suppression means 34 for suppressing the use of the resource for the packet communication between the first base station and the mobile station in response to the request from the first base station.
