PROBLEM TO BE SOLVED: To provide a construction method and a device for agitating and mixing soil, which allow a powder-like soil improvement material and the soil to be agitated and mixed together by an agitating blade provided protrusively at a lower end of a rotating shaft. SOLUTION: This device concurrently discharges both a mixture of a powder of a soil improvement body, which is conveyed by air for conveyance, and air for diffusion, which diffuses the powder, and nebulized high-pressure water which moisturizes the diffused powder so as to facilitate the adhesion of the powder to the soil, in a lateral direction from an intermediate part in the lengthwise direction of the agitating blade in agitation and mixing. A discharge tool 3 shown in Figure is installed on the agitating blade in such a manner that a discharge opening 4 of the discharge tool 3 is directed in a direction opposite to the direction of rotation in intrusion of the rotating shaft; an outlet of an ejector 5 for mixing the powder and the air for the diffusion is connected to a lower layer of the discharge tool 3; and a leading end of a supply pipe 6 for high-pressure water for generating spray is connected to an upper layer thereof.
