PROBLEM TO BE SOLVED: To provide a computer system and an operating system which can effectively use a startup screen of a computer and display a startup screen that a user can enjoy. SOLUTION: The operating system (OS) 5 of a personal computer 1 is provided with a startup screen control system 7 which performs control for displaying the startup screen on a monitor 3 and an advertisement reception system 8 which receives advertisement screens including screens of delux cars and sports cars and provides the advertisement screens for the startup picture control system 7 to display the advertisement screens as startup pictures on the monitor 3.
