摘要 PROBLEM TO BE SOLVED: To form a reaction product which does not return again to PCB after the PCB is once decomposed to a harmless component and can be utilized as a resource. SOLUTION: A chemical decomposition treatment, granulating treatment and pyrolysis treatment are successively performed. The chemical decomposition treatment is a treatment to decompose the PCB oil (b) to powder containing a metal salt by using a decomposition treating agent a containing powder of calcium oxide coated with vegetable oil on its surface and powder of granite porphyry and acting the decomposition effect of CaO and the far IR rays emitted from the granite porphyry on the PCB oil. The granulating treatment is a treatment to solidify the powder (d) formed by the chemical decomposition treatment to pellets (i). The pyrolysis treatment is a treatment to thermally melt the pellets (i) formed by the granulating treatment and glass cullet (j) at a temperature above the pyrolysis temperature of the PCB and to melt and integrate the pellets (i) and the glass cullet (j) as slag (k). The slag (k) formed by the pyrolysis treatment is a radiator of the far IR rays and can be widely utilized for various kinds of building materials, agricultural materials, etc.
