PROBLEM TO BE SOLVED: To provide an image management device, that acquires an image and transmits the image to other communication device or records the image to a recording medium, when the acquired image has many more information amounts than those of an image recorded in advance and close to those of an original image, and to provide an image management program and an image management method. SOLUTION: The image management device is provided with a recording means 886 or the like that records an image, image identification information and an image properties in cross-reference with each other, a transmission reception means 857 or the like that acquires the image identification information, the image property and the image from other communication device via a communication means, an information processing means 880 or the like that reads the image property recorded on the recording means 886 or the like, on the basis of the identification information of the image acquired by the transmission reception means 857 or the like and compares the property with image properties having been acquired previously, and a transmission receiving means 865 or the like that outputs the acquired image to the other communication device or the like, when the result of comparison by the information processing means 880 or the like indicates that the information quantity indicated by the acquired image property is larger in amount.
