PROBLEM TO BE SOLVED: To efficiently find a bottleneck in the whole network without installing a measuring instrument inside a network. SOLUTION: An end terminal connected to the network measures a delay time that passes through a path being a route between end-to-end terminals, assigns the mean value of path delay times to the number of links to a delay time of a passed links, estimates a delay time in each link, calculates an approximate solution, substitutes the approximate solution for the measured delay time and decides a value so as to make the calculated value match with the delay time of each path.
