A portable flood control module has an elongated hollow structure made of heavy mesh reinforced plastic and fitted with valves to be filled with water. The modules have external seams provided with eyelets. This allows the water filled modules to be stacked into a retaining dam, with the modules held together by lacing between the eyelets. The individual modules can have several chambers, each filled via a separate valve. The ends of the modules can also be fitted with eyelets so that a long dam can be rapidly constructed.
