PROBLEM TO BE SOLVED: To provide a congestion suppressing command input system, a command multiplexer and a congestion suppressing command input method, in which a regulation can be speedily performed when congestion occurs. SOLUTION: When congestion occurs on a mobile communication network 200, a congestion suppressing command is generated by an MTCS 110 and multiplexed by generating a telegraphic message containing the relevant congestion suppressing command. Each of OCPE 120-1 and 120-2 acquires the message containing the congestion suppressing command from the MTCS 110 and simultaneously outputs the congestion suppressing command in the relevant message to NE 210 under control.
