PURPOSE: To enable proper exposure even at a dark or light place. CONSTITUTION: An image recognizing device for controlling the storage time by a storage control means 6 on the basis of the judged result of a detection means 7 is provided with light sources 10 and 11 capable of controlling the intensity of light with which an object 12 is irradiated, an image pickup means 1 for converting the light from the object to an image signal, the detection means for detecting the signal level of the image signal from the image pickup means or of a signal with which the image signal is amplified and judging whether an exposure quantity is proper or not, storage control means for controlling the storage time of the image pickup means. When over exposure is judged by the detection means 7, the storage time is controlled by the storage control means so that the exposure quantity can be reduced, and when the lack of exposure is judged by the detection means 7, the exposure quantity is controlled to increase by increasing the intensity of light with which the object is irradiated by the light sources.
