PROBLEM TO BE SOLVED: To provide a picture processor and a picture processing method which enable evocation of interest in a still picture and obtainment of a picture with high eye-catching effect. SOLUTION: A part of an area of a still picture is successively extracted by a computer 2 to form a recurring picture by repeatedly arranging the extracted pictures. The still picture and the formed recurrent picture are outputted from the computer 2 and the picture are displayed on a picture display 3.
