PROBLEM TO BE SOLVED: To provide a use permission medium reader capable of receiving a use confirming medium usable in a specified facility even when a user forgers a medium such as a point card to be carried, a customer expansion system and a customer expansion method capable of developing new customers and expanding use amount of money by making the users communicated each other between the facilities, and the use confirming medium. SOLUTION: This utility value converter is provided with the use confirming medium recorded with use information used by the user or/and a use cinfirmation medium reading means for reading the use information, and an issuing means for issuing a use permission medium recorded with a use- acceptable value for allowing specified use in respnse to the read information. |
