PROBLEM TO BE SOLVED: To set an area to which a user can access and an area to which the user cannot access in a memory. SOLUTION: An external connection terminal 2 inputs and outputs data which accesses only to the user area which is a specific area in a memory 12 and to which an user can access. Access to the whole area of the memory 12 becomes possible when a memory rewriting device for rewriting the contents of a memory is connected to the external connection terminal 2 and a specific external connection terminal 3.
