PROBLEM TO BE SOLVED: To solve problems that conventional devices for drawing up sea water need high construction costs and high running costs, because the installation of large power devices are necessary, and also stop to draw up the sea water, when the supply of fuel is stopped or when power devices are broken down, and a problem that the operation efficiencies of devices for drawing up the sea water by the utilization of waves are largely affected by the presence or absence or sizes of the waves, whereby the efficiencies for drawing up the sea water are not good, because the whole bodies of the devices are vertically moved with the vertical movements of the waves. SOLUTION: This sea water-upwelling device for drawing up deep water by the utilization of a tide developed in the bottom portion of the sea comprises a water- introducing portion for introducing the sea water in a sea bottom portion and an upwelling pipe whose one end is fixed to the water-introducing portion and at whose other end has a spouting portion opened at a place near to the surface of the sea. A sink-preventing fence is fixed to a place near to the spouting portion at the vicinity of the upper end of the upwelling pipe, and the upwelling pipe is connected with the fence in an expandable state. An auxiliary pump and a power storage device are provided at the spouting portion at the upper end of the upwelling pipe, and a solar battery panel is provided above the sink-preventing fence.
