PROBLEM TO BE SOLVED: To provide a methanol reforming catalyst capable of suppressing the generation of CO. SOLUTION: Raw material compounds each constituting a Pd-CeO2 -ZnO catalyst are decomposed by dissolving the raw materials in individual solvents, uniformly mixing solutions thus obtained, heating the solution to concentrate and heating products of concentration. Mixed crystals comprising oxide crystallites of catalyst components are obtained by grinding and heating again the products. The methanol reforming catalyst has a structure obtained by reducing Pd oxide and making the oxide crystallites carry Pd.
