PROBLEM TO BE SOLVED: To provide such a watertight structure of the concrete structure that a waterproof sheet is not easily broken, is wrinkle-free and does not slip out of position. SOLUTION: A panel 3 is constitutionally formed by adhesion of one of the faces of rectangular concrete plate 4 to a watertight member 5 composed of a waterproof member 51 and a protection material 52 which are alternately placed one upon another. This constitution is made in such a way that a watertight frame 2 is made by the combination of a large number of these panels, a concrete 7 is poured into a space between the watertight frame and a mold frame 6 and then neighboring watertight members of the panels are adhered to each other after solidification of concrete.
