PROBLEM TO BE SOLVED: To provide a developing roll provided with high magnetic characteristic and high precision in a main pole part, a method and an apparatus for easily manufacturing it at low cost. SOLUTION: In the roll, a magnet roll 46 of the cylindrical developing roll consisting of plastic magnet where magnetic powder is dispersed in polymer is provided, a storing groove 49 is installed in a part corresponding to at least a developing pole 48 which is one pole of the magnetic roll 46 and magnetic powder with higher magnetic force than the plastic magnet is compression molded and imbedded to the storing groove 49.
