PROBLEM TO BE SOLVED: To provide a wave absorber capable of suppressing irregular reflection of radio waves in the communication area of a transmission and reception antenna and the leakage of radio waves from the communication area as much as possible in an ETC system. SOLUTION: This wave absorber 1 is provided with a plane-shaped wave absorbing main body member 2 set so as to be directed to a communication area 8 of a transmission and reception antenna 7 for transferring information with a vehicle 9 mounted with an on-vehicle device 10 having an automatic charge collecting function in a toll booth 6 of a toll road equipped with the transmission and reception antenna 7 and a wave absorbing auxiliary member 3 formed so as to be projected from the wave absorbing main body member 2 at an angle at which radio waves are made almost vertically incident on the wave absorbing main body member 2 without difficulty.
