PROBLEM TO BE SOLVED: To perform an insert editing in a recording medium which has been recorded with a variable rate. SOLUTION: A reproduction means 7 converts data reproduced by a reproducing head 6 from a recording medium 5 into code data, and a code quantity detecting means 8 detects the code quantity of the code data. A code quantity control means 9 controls the code quantity of a variable rate coding means 2 by referring to the code quantity which the code quantity detecting means 8 detects. The variable rate coding means 2 encodes the data inputted from the input terminal 1 with a variable rate under the control of the code quantity control means 9, a recording means converts the encoded data into recording data, and a recording head records recording data on the section reproduced by the reproducing head.
