PROBLEM TO BE SOLVED: To provide a polyurethane composition for forming adhesive for sticking a plastic floor board, having excellent removability and resistance to contamination of groundwork, and further to provide an adhesive material obtained by applying the composition. SOLUTION: This heat-curable type or two-component curable type polyurethane composition for forming the adhesive for sticking the plastic floor board comprises a urethane prepolymer having isocyanate groups at the terminals and derived from a polyol comprising a polyol having 200-10,000 hydroxy equivalent, and excess of an organic polyisocyanate, and/or a blocked compound thereof, and a polyol comprising the polyol having 200-10,000 hydroxy equivalent.
