PROBLEM TO BE SOLVED: To reduce unnecessary electric power consumption by precisely controlling electric power supply to a preheating plug and to prevent engine stall by temporally suspending control logic when a residual amount of a battery is in short. SOLUTION: An engine starting step is divided into a cranking step and an idling step so as to control the power source to be supplied to the preheating plug. Even after favorably advancing into the idling state, the preheating plug is actuated when advancing into an abnormal engine condition based on a fuel injection amount, a rotational frequency of the engine and a temperature of cooling water. Thus, the preheating plug is controlled before and after the start of the engine. When the battery voltage is low at controlling, the control step is temporally suspended.
