PROBLEM TO BE SOLVED: To transmit a monitored image of a crossing to a train at a proper timing. SOLUTION: This transmitting device comprises ground-side devices 2A-2D mounted on predetermined points in the crossings, and an on-vehicle device 3 loaded on the train. A portable telephone of the on-vehicle device 3 and portable telephones of the ground-side devices 2A-2D are connectable through a communication network 4 of a wireless base station 5. The ground-side devices 2A-2D respectively have an image pick-up device for picking up the monitored image of each crossing. The on-vehicle device 3 has an acquiring part for acquiring a present position of the train, and executes the processing to be connected with the portable telephone of the ground-side device selected on the basis of the information on the present position at a timing determined on the basis of the present position of the train. When the connection is executed, the monitored image of the crossing is transmitted to the train through the communication network 4.
