PROBLEM TO BE SOLVED: To make a centralized monitoring device of a building possible to cope with various kinds of abnormalities, with a small number of action members. SOLUTION: When abnormalities occur in a building 7A, abnormality information is informed to a plurality of action members 13A-13X through a communication device 9, an information network 12 and communication devices 14A-14X. The action member (e.g. 13A) suitable for coping with the abnormalities responds to the building 7A that he copes with the abnormalities. The building 7A selects the action member 13A, and informs it to the whole members 13A-13X. When a change exists in the members 13A-13X, a monitoring center 1 informs the change to the building 7A.
